The raw materials industry is the foundation of the real economy, a basic industry supporting the development of the national economy and a key area for winning international competitive advantages. It is the main force in rebuilding the industrial base and the main battlefield for industrial green development. In order to implement the "14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Outline of the Long-Term Goals for 2035" and improve the quality and efficiency of the development of the raw materials industry, the Ministry of Industry and Information Technology, the Ministry of Science and Technology and the Ministry of Natural Resources jointly formulated the "14th Five-Year Plan for the Development of the Raw Materials Industry".
Focusing on the development goals, the "Plan" proposes the "five transformations" key tasks of high-end, rationalization, greening, digitalization, and security from five aspects, including supply level, industrial structure, green and low-carbon, digital transformation, and industrial security. First, promote the high-end supply of the industry, improve the innovation system, overcome key technologies, break through key materials, and improve product quality. Second, promote the rationalization of the industrial structure, consolidate the results of capacity reduction, guide reasonable layout, optimize the organizational structure, and promote industrial collaboration. Third, accelerate the greening of industrial development, actively implement energy-saving and low-carbon actions, promote ultra-low emissions and clean production, and improve the level of comprehensive resource utilization. Fourth, accelerate the digitalization of industrial transformation, accelerate the intelligentization of manufacturing processes, promote the empowerment of the industrial Internet, and consolidate the foundation of digital support. Fifth, ensure the security of the industrial system, improve resource guarantee capabilities, enhance supporting support capabilities, and improve the level of safe production.
